BENGALURU, March 10: The Karnataka Legislative Assembly on Monday passed the Greater Bangalore Governance Bill 2024, amid a strike staged by BJP legislators, which stipulates that the state divides Bruhat Bengaluru Mahanagara Palike (BBMP) into small companies.
Deputy Chief Minister and Bengaluru Development Minister DK Shivakumar drives the bill, which aims to provide new shapes for growing cities, attracting people from all over the country and around the world. “We have proposed this in order to improve basic facilities such as drinking water, sanitation and transportation,” he added.
Shivakumar said that although the bill was introduced in July 2024, it was forwarded to a joint legislative committee at the request of opposition legislators.
“The existing structure of urban companies will remain in all urban companies (under the larger Bengaluru authorities), he said, adding that under the bill, multiple committees will be formed to monitor various infrastructures. Under the bill, up to seven city companies can be established.
“We will have to sit with them (representatives of the opposition) on how to geographically split the BBMP. We must make the legislators confident,” Shivakumar said.
The proposed legislation is the migration of a city that opposition leaders described as “broken” by the city built by Kempegowda. He believes that splitting BBMP into smaller companies will create uneven growth pockets. “The areas like Mahadevapura, KR Puram or Hebbal will generate more taxes than those in parts of old Bangalore, which are not in IT companies,” he said.
Ashok said that dividing BBMP would lead to Kannadigas becoming a minority for certain companies. “Some companies will not use Kannadiga as mayor,” he said, adding that this is harmful to the interests of the Kannada language.

BJP MLA SR Vishwanath believes that separating BBMP will lead to parties being allocated to small companies that are not ruling governments. Another BJP MLA St Somashekar, who has a connection with Congress, favored the bill, saying it was essential because the city’s development went far beyond the boundaries established by its founder Kempegowda.
Congressional Justice Rizwan Arshad, who runs the bill’s joint legislative committee, said that while everyone agreed in public consultations that the existing executive setting is insufficient for large cities like Bangalore, people have different opinions on how it should change. “The provisions to allow seven smaller companies are not yet. It’s for the future, along the route for a decade or two,” he said.
Shivakumar said in response to the debate that the government has made regulations to provide funds for companies that do not generate enough revenue. The Deputy Chief Minister proposed a new amendment related to the bill’s town planning, saying the BJP was opposed to the bill due to “political coercion.”
