Jamu and Kashmir Lieutenant Governor Manoj Sinha ordered an investigation of three civilians upstream of the Katua region in Jamu on Sunday (March 9, 2025).
“I have ordered a thorough and transparent investigation and will provide all necessary support for families. I assure people that the perpetrators will be brought to the booking as early as possible. The justice will be secured and the responsibility will be determined,” Mr Sinha said.
Three civilians in Kathua district, Varun Singh, Yogesh Singh and Darshan Singh, returned home to disappear after attending their wedding in Billawar on March 5. Their bodies were found near the body of water upstream of Bilvar on March 8.
In early February, two farmers were found dead in Bilawal.

Union Minister Jitendra Singh pointed out on Sunday that terrorists were involved in the killing of three civilians. The killing sparked protests and shut down work in the area. The minister said the killing was a very concerning issue.
“The brutal killing of three terrorists in the Bani area of Katua is very sad and very concerned. On social media platform X, the minister representing the Udhamper Parliamentary Constituency, including Katua, said: “There seems to be a profound conspiracy behind the atmosphere of this peaceful area. ”
“We have discussed this with the officials concerned. The Union Home Secretary himself is reaching the quarantine so that the situation can be evaluated on the spot. I believe it will ensure that this incident does not happen again and that the people’s confidence remains strong,” Singh said.

Kathua locals suppression: Mehbooba Mufti
Former J&K Chief Minister and President of the People’s Democratic Party (PDP) Mehbooba Mufti called Kathua’s growing violence “shocking”. She said nearly a dozen people from Muslim and Hindu communities died in a short period of time.
“Five of them were allegedly chased by police and cattle, which led to a fatal accident. The bodies of two members of the Hindu community were subsequently discovered, followed by three other yesterday, including the heartbreaking case of 14-year-old. Sadly, while the police seemed to be more focused on extracting false confessions from victims such as Makhan Din, the real perpetrators remain broad,” Ms. Mufty said.

Din died in February in February after being detained by police in an armed-related case. Officials have not disclosed the judicial and departmental inquiries raised in the case.
Ms. Mufti also alleged that the number of crackdowns in Katua locals increased this year. “To date, under the PSA (Public Safety Act) or the UAPA (Personal Safety Act) there have been approximately 30 people being collected, usually without evidence or evidence. There are signs that certain destructive factors that may operate within and across the border may hinder public tensions in this sensitive border area,” Ms. Mufti said.
Former J&K Chief Minister urged the authorities to “take action quickly and wisely to identify and bring the real culprit to justice to ensure peace and public harmony.”
The leaders of the opposition Sunil Sharma and opposition leaders met with protesters in Billawar on Sunday. “The cruel killing of three Bilvars is disturbing, and it is a serious concern. In this quiet area, a sinister plot seems to be disturbing the peace. I and local MLA Satish Sharma have discussed the issue in detail with the authorities. Preparers will be brought to justice as soon as possible,” Sharma said.
Radical activity in Kathua’s Jamu border area has declined by 2019, with radical movement and offenses suddenly rising in the past few years.
