The Bihar Public Service Commission (BPSC) on Thursday dismissed Supreme Court lawyer and human rights activist Prashant Bhushan’s social media post regarding document leaks as “premature” .
Mr. Bhushan posted a 40-second video on his social media platform along with a message saying: “The Bihar Public Service Commission chairman claimed that there was no way the question paper could have been leaked as it was kept in a sturdy and inaccessible In the torn envelope! This man must be fired immediately!
The 70th BPSC preliminary examination was held on December 13 at 912 centers across the state with a total of 3.28 lakh candidates taking part. On the day of the exam, rumors spread about leaked question papers from Bapu Examination Center (BEC), one of the state capitals, following which candidates protested after the exam.
However, BPSC Chairman Parmar Ravi Manubhai denied the rumors of question papers leaking and claimed that the examination was conducted peacefully in all 911 out of 912 examination centres.
The 40-second video released by Mr. Bhushan is divided into two parts. In the first part, Mr. Manubhai asked reporters to try to tear open the envelope containing the exam papers, saying that it could not be opened; in the second part, a reporter tore open the envelope.

He pointed out that 530,000 copies of the test paper were printed, which means that about 45,000 such envelopes were produced, containing different test papers, and the one that was shredded by the reporter had already been used. Mr. Singh said the invigilators would not accept the envelopes if they had been tampered with, and the questions were sealed on three sides and could only be opened by the candidate.
After the exam, the district and county government released a video in which you can clearly see criminals trying to snatch the test papers from the BEC candidates. Some even created ruckus, with Patna district magistrate Chandrashekhar Singh allegedly slapping a candidate while he was protesting at the Centre. In this case, the police have lodged a separate FIR against the protesting candidate. Even the board has identified 34 troublesome candidates who will be barred from appearing in future exams.
Mr. Singh further said, “There are more than 10 layers of security when the question papers arrive at the exam center. The exam timings are from 12 noon to 2 pm, and the admission time for students is from 9:30 am to 11 am. Anyone after 11 am No admission is allowed, question papers arrive at the center after 11 am, mobile jammers are on and no one is allowed to enter with mobile phones inside the centre. How can a student claim to have missed a question paper during the exam?
BEC has a total of 12,000 candidates taking the exam, and they will only retake the exam at this center, and the results will be announced uniformly. Mr. Manubhai made it clear that he had not received any complaint from the Center regarding paper leakage.
Transportation of question paper boxes is done in a container equipped with CCTV cameras, one-time locking system, GPS tracker and alphanumeric code lock. From the vault, the question papers arrive at another exam centre. The question papers distributed are divided into different series.
