New Delhi: The union cabinet has approved the 7th CPC proposal for 34 amendments – a revision rate effective from 1 July 2017, benefiting 3.4 million civilian employees and 1.4 million defense personnel. The Seventh CPC examined 197 allowances, recommended the abolition of 53 allowances and included 37 in other allowances.

The seventh CPC proposes that the amendment rate be commensurate with the precious allowance. Allowance for Full DA Index – No salary increase, instead of index indexing 2.25, partial indexes are raised to 1.5, rationalized to 0.8 based on %. The seventh CPC expects an additional financial impact of Rs 293 billion per year, to be modified to Rs 144823 crore. An estimated annually to be Rs 30,748.23 crore. This is the main highlight of the allowance approved by the union cabinet.

1. The number of allowances recommended for repeal and inclusion:

– The government decided not to cancel 12 allowances

Due to the unique nature of these allowances, -3 of the 37 parcel allowances will continue as separate identities.

2. House Rent Allowance (HRA)
-HRA will pay 24%, 16% and 8% for X, Y&Z City, respectively

– HRA’s X, Y&Z city shall not be less than 5400, 3600 and 1800, calculate @30,20, the minimum salary is 10% of the salary of Rs 18,000 – can benefit from >750,000 employees

-7th CPC recommends that when the HRA is revised, the government decides to modify the rate when the DA reaches 50% and 100% respectively.

– The margin of Siochen allowance increased from Rs 14,000 (soldier) to Rs 30,000 & Rs 21,000 pm (official) to Rs 42,500 to achieve extreme risks and difficulties.

4. Clothing allowance

– The government has decided to pay a monthly dress allowance to nurses due to high maintenance and hygiene requirements.

– The government accepts a high rate of clothing allowance for special protection groups.

5. Pension recipients’ allowances

– Fixed medical allowance for pensioners increased from Rs 500 to Rs 1,000

– 100% fixed attendance allowance for disability increased from Rs 4500 to Rs 6750
